Most commodities are transported in standardized Cargo Canisters, which must be transported in Cargo Racks installed in ships. Use Eddb to locate a Sirius controlled Station and go to it, invite to Sirius will be on mission board. Travel to Sirius, Patterson Station will issue you an Engineer Invite Mission on the board which will likely be a data run to nearby system. Complete that and return to Sirius. You will need 25 units of Modular Terminals to complete the unlock.
